Think of a Layer 2 network like an express lane on a highway — it helps process transactions faster and cheaper than the main Ethereum road. But if that express lane is controlled by a single toll booth operator (called a 'sequencer'), and that operator goes offline, the entire lane shuts down. That's essentially what happened with Base.
