Think of MiCA like a new food safety law for restaurants. If a restaurant doesn't meet the new health standards by a certain date, it has to close. Some of these restaurants are now offering their customers gift cards to go eat at a compliant restaurant down the street instead. In the crypto world, exchanges that can't meet Europe's new rules are paying users — through bonuses, fee credits, or other perks — to move their accounts to platforms that do meet the rules.
